A popular law that sounds appealing with such concepts as "fairness" and "level playing fields" is convoluted, technically complex, and doesn't actually deliver as promised. Here revealed in comprehensive detail, is a step-by-step guide to how dumping is both defined and implemented under current rules. The authors describe the many methodological quirks and biases which result in the stigmatization of healthy competition as "unfair" and penalized.
